A red dragonborn, the Chosen of Tiamat. Arkhan has commandeered a tower in the northern reaches of Avernus for an unknown purpose. He wears around his neck a reliquary of Tiamat's blood, which Uldrak the Tinker greatly desires in order to free himself from his curse.
